MAJOR INCIDENTS/INVESTIGATIONS/ISSUES
Case number 020113059 - Narcotics investigation - Uniform officers responded to a burglary report in the 1200 block of Hiatt where the victim was out of town. A relative who was left in charge let them inside the house. There they observed marijuana and marijuana plants in plain view. The narcotics unit took over the investigation and arrested the owner upon his return.On 11/12/02, the narcotics unit targeted E. Washington Street for prostitution activity and made 2 misdemeanor arrests and 2 felony arrests for prostitution.

SUMMARIES OF VIOLENT CRIMES
Case number 021124641 - Armed robbery - On 11/7/02. At approximately 3pm, a b/m entered the Family Video store, 2235 S. Shelby, and approached the cash register. He displayed a firearm and demanded money. He ordered the two employees to the rear of the store, and then fled in a vehicle.Case number 020115183 - Armed robbery - On 11/9/02, at approximately 3am, the victim was walking in the alley south of the 3100 block of E. Washington Street when he was approached by a h/m who asked for a cigarette. The victim stated he didn't have one and walked on. He was then struck in the head and knocked unconscious. He awoke to find he had been stabbed in the chest and his wallet had been taken. No suspect.Case number 020115551 - Armed robbery - On 11/10/02, at approximately 8:40 am, a h/m entered the Village Pantry, 3747 E. English Av., and told the clerk he had pumped some gas and wanted to pay. He had a $20 bill in his hand. The clerk turned to check the gas pump meter. When she turned back around, the suspect had produced a knife and began demanding money. He grabbed the clerk by the hair, and then by the arm, shaking her and knocking her against the counter. He then dropped the knife and fled from the store without obtaining any money. He left in an older model Buick.Case number 020116066 - Armed robbery - On 11/11/02, at approximately 9:40 pm, a b/m armed with a small caliber handgun robbed the Blockbuster Video store at 3805 S. East Street. As a uniform officer was in route to the location he was flagged down and informed of a carjacking that had just occurred. The officer continued on and saw the stolen vehicle stopped at a light. The driver of the vehicle fled on foot into a wooded area. An officer located him inside the area and a struggle ensued. The suspect managed to escape and made it back to where a marked car had been left. He stole that car. A Park Ranger officer observed the theft and gave pursuit. The stolen police car crashed into a civilian's car during the pursuit. The suspect again fled into another wooded area. A K-9 officer and his partner apprehended the suspect after a search of the area. The suspect suffered dog bites. It was found that he was wanted for robbery out of Dallas, Texas. Additionally, he has been identified as a suspect in other area robberies, including the first one listed in this section. Deputy Chief Martin and Captain Hawkins both responded to this incident.

South District personnel attended the following departmental/community events: Crimewatch Coordinator's meeting; an appreciation Ceremony at Community Court; Bates-Hendricks Neighborhood Association Chili Supper; SUMO Weed & Seed Steering Committee meeting; Old National Road Business Association meeting; Irish Hill Neighborhood meeting; Old Southside Neighbors meeting; Fletcher Place awards dinner; South Bradley Street Crimewatch meeting; Friends of Historic Fountain Square neighborhood meeting; several meetings relating to the planning of the Breakfast with Santa event. Deputy Chief Martin attended the Bates- Hendricks chili supper, the Indianapolis Violence Reduction Partnership meeting, the Lilly Boys and Girls Club Board of Directors meeting, and the Old National Road Business Association meeting. He also spoke at the Fletcher Place Community Center annual dinner.

MATTERS OF INTEREST TO OR REQUIRING ATTENTION OF CHIEF, DIRECTOR, MAYOR
South District officers made 28 felony arrests, 54 misdemeanor arrests, and 30 warrant arrests. The narcotics unit made an additional 4 felony arrests, 2 misdemeanor arrests, and 3 warrant arrests. Total arrests: 121
